Levelling Up East Lancashire
Our Levelling Up East Lancashire programme will improve opportunities and everyday life for people through better travel options, easier access to jobs and services, and support for our local economies.
Working closely with local communities and stakeholders, we developed detailed plans to deliver an ambitious programme of projects across Burnley, Hyndburn, Pendle and Rossendale.
Throughout this process, we took in feedback and ideas from stakeholders, communities, and residents has helped tailor plans to deliver improvements for local people.
The Levelling Up East Lancashire programme will deliver a range of improvements through three connected projects known as:
Safer, greener, healthier streets.
Accessible and vibrant town centres.
Public transport improvements.
The improvements planned through these three projects aim to provide:
faster and more reliable bus journeys.

Public transport improvements
The Levelling Up East Lancashire programme includes public transport improvements which aim to make bus journeys faster and more reliable.
The projects will improve journeys and everyday life for people in East Lancashire by making it easier to access work, education, shops, services and green spaces.
This includes:
Real time information for passengers
Accurate, live information about the arrival of services by installing display screens at more than 100 bus stops across East Lancashire.
Information about bus services will be displayed in real time on the screens, including estimated time of arrival and departure of services, as well as details of delays. Information will also be provided through ‘talking bus stops’ with audio announcements.
Upgraded traffic signal technology
New traffic signal technology will be installed at multiple locations across East Lancashire. This will help to speed up bus journeys by prioritising buses at key junctions at certain times.
This will improve bus journeys, make services more reliable and reduce delays. These technology upgrades are a cost effective solution and alternative to physical measures such as bus lanes.

Bus stop accessibility improvements
We're improving around 180 bus stops across East Lancashire will make them more accessible.
This includes adjustments to kerb heights on pavements to make it easier to get on and off buses, especially for people with pushchairs, wheelchairs or mobility scooters.
The improvements will also provide signs with clear timings, and better road markings to discourage cars from parking or blocking access to bus stops.

How this is funded
The programme is funded by £5m from Lancashire County Council and an indicative £50m from the government for investment in specific areas.
We are not able to use this funding for general road repairs and maintenance.
Our plans were carefully developed to ensure a strategic and joined-up approach to delivering improvements across Lancashire.
