Burnley
This is one of the four districts to benefit from the Levelling Up East Lancashire programme.
We worked with local communities and stakeholders in Burnley to develop these plans for the area, and thanks to everyone who has been involved.

How we developed the plans
We worked with the local community since Autumn 2023 to develop these proposals. Insights from these activities helped us to shape and improve our plans to deliver schemes that matter to local people.
We worked with local stakeholders and communities to co-design the initial plans, followed by wider engagement, including workshops and route visits, to understand local community priorities for the proposed interventions.
As part of this process, we changed some of our plans following stakeholder feedback.
We also produced the Colne Road masterplan to provide a longer-term vision for the area.
As a result of working with and listening to local communities, the proposals have been tailored to what people have told us is important to them.
Safer, greener, healthier streets
Improving local streets to make travel easier between homes, jobs, shops and services, and helping to make streets safer and more accessible for everyone.
The plans for Colne Road focus on local priorities to improve safety. This includes improved pedestrian crossings, wider pavements and average speed cameras.

Accessible and vibrant town centres
Improvements through the Accessible and Vibrant Town Centre project are planned for Manchester Road. This project includes Town Hall Square, Manchester Road (North).
The aim is to enhance public spaces and improve the experience in Burnley's town centre, making it a more attractive, safer and accessible place to spend time in, shop and enjoy.
The proposals include better crossing facilities, wider pavements and improved surfacing, and improved public spaces.
