Rossendale
We have been working with local communities and stakeholders to develop the plans for Rossendale. Thanks to everyone who has been involved.
Rossendale will benefit from three connected projects as part of the programme:
Hall Carr – A safer, greener, healthier streets project
We're improving local streets to make travel easier between homes, jobs, shops and services, and help to make streets safer and more accessible for everyone.
This involves improvements to local streets and green spaces across the Hall Carr estate.
A new pavement and signage through the green corridor that runs north-south through the estate will link to the existing public right of way off Hardman Avenue and countryside routes to the south, and the local shops near Bury Road to the north.
Within this green corridor, there will be new community gardening facilities, seating, and wildflower and tree planting to encourage more wildlife and increase biodiversity.
Our improvements on Fallbarn Crescent focus on managing traffic speeds and making it safer to cross the road. This involves raising the road to meet the kerb level (known as a raised table) at intervals along the route, and narrowing junctions to make the crossing distance shorter.
Bollards at junctions will improve sight lines for people crossing the road and discourage parking on pavements.
Based on feedback, we're introducing a new footpath between Fallbarn Crescent and Lavender Hill along Cherry Crescent. This improve access to the bus stop and the school.
Accessible and vibrant town centres
Improvements through the Accessible and Vibrant Town Centre (AVTC) project are planned for Bank Street in Rawtenstall.
The aim is to enhance public spaces and improve experiences in the town centre, making it a more attractive and accessible place to spend time in, shop and enjoy.
Working together
Our Levelling Up East Lancashire programme is designed to support and compliment local improvement plans.
The projects in Rossendale have been developed closely and in collaboration with Rossendale Borough Council.
For example, the Bank Street project is part of plans to make Rawtenstall more welcoming and better connected.
We're delivering these improvements in partnership with Rossendale Borough Council, with funding from UK Government through a number of co-ordinated projects including the Rawtenstall Gyratory projects, bus service improvement plans, and Levelling Up.
All of these plans are linked and being developed through the Rawtenstall Masterplan.
The aims are:
Getting around the area will be easier, safer and more convenient for everyone.
Safer crossings and footpaths, and more welcoming and accessible spaces for people in Rawtenstall town centre, making it safer to move around and access different shops and services.
Less time spent waiting at traffic lights and less congestion through changes to road layout and upgraded smarter traffic signal technology.
More reliable bus journeys.

Public transport improvements
Our programme includes a range public transport improvements, which aim to make public transport faster and more reliable. The project will improve journeys and everyday life for people.
The Public Transport Improvements projects will provide:
Real time passenger information to help plan journeys
Upgraded traffic signal technology to improve bus journey times
Accessibility improvements at bus stops
Developing the plans for Rossendale
We've worked with the local community to develop the final proposals for the Levelling Up East Lancashire programme.
The insights from these activities helped us shape and improve plans to deliver schemes that matter to local people.
We worked with local stakeholders and communities to co-design the plans. We carried out wider engagement, including workshops and route visits, to understand local community priorities for the proposed interventions.
