Bank Street, Rawtenstall - Accessible and Vibrant Town Centre project

We’re improving streets and public spaces across Rawtenstall town centre, including Bank Street, Kay Street, Newchurch Road and St Mary’s Way.

This involves improving spaces for people to spend time in, to encourage more people to walk, cycle, wheel, and use public transport, and create a more prosperous local economy.  

At the northern end of Bank Street, an upgraded crossing at Newchurch Road will improve access to and from the market and the wider town centre. The corner of Bank Street opposite the market will be refreshed with high quality pavement surfacing, new tree planting and space for public seating. 

Between Newchurch Road and St Mary’s Way, the road will be narrowed and the pavements will be made wider, improving access and creating outdoor space for businesses.

Trees will be planted along the widened pavement on the south side of Bank Street, between Kay Street and St Mary’s Way. High quality surfacing will be used on the pavements and space for businesses, with the existing York stone paving reused.

Following feedback to the original proposals for Bank Street, the plans splits the proposed one way into two sections, which meet in the middle. On Kay Street, we're reversing the one-way direction from Bank Street down to Annie Street and Hamer Street. This is based on the feedback we had, and supports car park access for the post office and bus station. 

There will be parking, blue badge and loading bays at selected locations on Bank Street.

More pedestrian crossings will make it safer to cross Bank Street.

Along Bank Street, pedestrian crossings will be raised to the same level as the footway to make it easier and safer to cross.

The electric vehicle charging points on Kay Street will remain, with the taxi stand relocated along the street.
