Road traffic collisions continue to have a significant impact on people and communities across Lancashire. This page provides the latest information on road casualties, including trends over time, the characteristics of those affected, and factors associated with collisions. By understanding these patterns, partners can target interventions, improve road safety, and support efforts to reduce deaths and serious injuries on Lancashire's roads.
Reported road casualty statistics for Great Britain in 2025 show a mixed picture. Reported fatalities continued to fall and remained below pre-pandemic levels (the number of fatalities in 2025 is the lowest recorded outside of years affected by the COVID-19 pandemic), while the number of people killed or seriously injured (KSI) increased slightly. Casualties of all severities were broadly unchanged compared with 2024. Long-term trends remain positive, with substantial reductions in fatalities, KSIs and overall casualties compared with the mid-2000s.
While car occupants accounted for the majority of road casualties in 2025, the highest casualty rates per billion miles travelled were for motorcyclists, indicating that a person is more likely to be injured on the road when travelling by motorcycle than for other modes.

In 2025 the DfT reported:
There were 3,424 road traffic casualties on Lancashire's roads, a 3.1% decrease from 3,534 in 2024, equivalent to 2.14 casualties per 1,000 population.
921 people were killed or seriously injured (KSI), representing a 1.4% increase compared with 2024.
Blackburn with Darwen recorded the highest number of road traffic casualties (398), however, Hyndburn had the highest casualty rate per 1,000 population at 2.6 per 1,000 population.
Blackpool had the highest number of KSI (killed or seriously injured), almost 11% of all casualties by district, yet Hyndburn had a slightly higher rate per 1,000 population at 0.69 per 1,000 population (Blackpool 0.68).
Drivers aged 20 to 24 years experienced the highest number of casualties (426).
The 15 to 19 year age group accounted for the largest proportion of casualties by age, representing 11.5% of all casualties.
Cyclists accounted for almost 7% of all casualties and motorcyclists for a further 6%. Compared with 2024, cyclist casualties fell by 5% and motorcyclist casualties by 2.4%.
Collisions involving e-scooters and e-bikes increased by almost 57% since 2024, rising from 37 collisions in 2024 to 58 in 2025. This continues an upward trend observed over the past three years (22 in 2023).
Peak collision periods continued to occur during the afternoon school run and evening commuting hours, while driver or rider error remained the most frequently recorded contributory factor.
LG Inform data indicates that Lancashire records one of the highest numbers of road casualties among its nearest neighbour areas. However, Lancashire also has one of the highest traffic volumes, which contributes to higher overall casualty numbers. When population size is taken into account, the casualty rate per 1,000 population is comparatively low, placing Lancashire among the lower-ranking areas for road traffic casualties. This highlights the importance of considering both traffic volume and population size when comparing road safety outcomes across areas (see the Regional Comparison page on the power BI report below for further details).
