Civil service employees

Summary

Civil service employee numbers released by the Office for National Statistics reveal that the Lancashire-14 area recorded a headcount of 13,520 in 2016 and the Lancashire-12 area had a total of 9,890. 

In total, 3% of the civil service jobs in the UK were in the Lancashire-14 area in 2016.  

Preston (4,810) accounted for over a third of the total civil service headcount in the Lancashire-14 area in 2016, followed by Blackpool (3,080) with more than fifth.

Fylde (1,960) and Chorley (1,120) had the next largest civil service headcounts locally.

In contrast, Hyndburn (110), West Lancashire (80), Pendle (40), South Ribble (30) and Rossendale (20) had the lowest numbers of civil servants in the Lancashire-14 area. 

Recent changes in civil service employee numbers

The civil service headcount has fallen by -4,540 (-25.1%) in the Lancashire-14 area and by -3,660 (-27.0%) in the Lancashire-12 area since 2008 (the recent peaks for the 2008 to 2016 data series).

For the UK as a whole, however, the civil service headcount peaked later, in 2010 at 527,480 employees, and has fallen by -109,140 (-20.7%). This is a lower percentage reduction than recorded for the Lancashire-14 or Lancashire-12 areas.

Wyre has seen the greatest reduction in the civil service headcount of the local authorities within the Lancashire-14 area, decreasing by -1,950 employees (-82.3%), from 2,370 in 2010, to 420 in 2016.

Civil service headcounts have also fallen by considerable numbers in Blackpool (-710, -18.7%), Preston (-510, -9.6%) and Lancaster (-480, -52.7%) between 2008 and 2016.

Fylde district is the only authority in the Lancashire-14 area to have seen the number of civil service employees increase recently. The headcount in Fylde fell to 1,460 in 2013, from 1,800 in 2009, but has since risen by 500 employees, or more than a third (34.2%), to a total of 1,960 employees in 2016.

Yearly change in civil service employees, 2015 to 2016

Between 2015 and 2016, the total number of civil service employees in the UK (including overseas and unknown) fell by -15,470 employees (-3.6%). Full-time employees fell by -6,200 (-1.9%), and there was a loss of 9,270 part-time staff (-8.4%).

In contrast to the UK, the civil service headcount increased in the Lancashire-14 area by +250 employees (+2.6%) between 2015 and 2016, and by +130 employees (+1.0%) in the Lancashire-12 area.

Preston (+190) recorded the largest numeric increase in civil service employees within the Lancashire-14 area between 2015 and 2016, followed by Chorley (+70), Fylde (+70), Burnley (+60), Blackpool (+20) and West Lancashire (+10). Ribble Valley saw no change in employee numbers over the year.

Contrary to the above, Blackburn with Darwen (-140) registered the greatest reduction to the civil service headcount in the Lancashire-14 area between 2015 and 2016, followed by Wyre (-50) and South Ribble (-40). Hyndburn, Lancaster, Pendle and Rossendale all recorded decreases of -10 employees over the previous year.
