Proposed enhancements and revisions to the tendered bus service network in Ribble Valley, Pendle and Burnley (from 28 June 2026)
New funding available from HM Government and housing developers means we have an opportunity to meet some existing requests for a bus service where none currently exists, and to run buses more often where there is demand.
Our main aim is to connect communities sustainably, especially in rural areas where many people rely on public transport. We want to make bus services better and more appealing for the future. While we can’t fund every bus service people ask for, we are committed to improving links to jobs, healthcare and education.
We are planning to change some services to expand our local bus network in Ribble Valley, Pendle and Burnley. These changes will mainly increase how often buses run and help make routes and timetables work better together. The improvements will mean better connections at key locations, more reliable times, and coordinated bus departures with the rest of the local bus network.
We are consulting on the following revisions being proposed from 28 June 2026 on behalf of Lancashire County Combined Authority. Our aim is to make services better, so we'd particularly like to hear from you if any of the proposed changes to timetables would have a negative impact on your ability to use a service you currently rely on.

Service C1/C2 Clitheroe – Low Moor Circular
It is proposed to revise the route and timetable, adjusting alternate journeys to serve Primrose Victoria Street. Numbered Service C1, these journeys will partially replace the withdrawn Service C4 in this area.
The services combine to retain the generally every 30 minutes frequency Monday to Saturday daytime.
Vision Bus Ltd will continue to operate this service on behalf of Lancashire County Council.
Service C3 Clitheroe – Pimlico – Sawley Circular
It is proposed to withdraw this service and be replaced by the introduction of the new Service 80, linking Clitheroe and Colne.
Service C4 Clitheroe – Peel Park Circular
It is proposed to withdraw this service. Adjustments to the routes of Services 5 & 25 will generally cover the Peel Park area and Service C1 serving Primrose Victoria Street.
Service 5 Clitheroe – Whalley – Longridge – Chipping
It is proposed to revise the route and timetable, adjusting times to improve overall service reliability. There will be a minor route adjustment in Clitheroe to serve Peel Park Bollard Prospect to partially replace the withdrawn Service C4.
Those odd journeys currently operating as Service 5A will be revised to operate as the standard Service 5 route. Edisford Bridge will continue to be served by Service 11.
The service will continue to operate generally every hour, Monday to Saturday daytime and two-hourly on Sundays.

Service 15 Clitheroe – Whalley – Great Harwood – Rishton – Accrington
It is proposed to revise the timetable, adjusting some peak journey times to improve overall service reliability. The duplicate am and pm journeys between Rishton and Clitheroe operating on Clitheroe Ribblesdale schooldays will be incorporated within the timetable.
The service will continue to operate generally every hour, Monday to Saturday daytime and two-hourly on Sundays.

Service 25 Clitheroe – Whalley – Mellor – Blackburn
It is proposed to revise the route and timetable, merging Service 25A and enhancing the overall service frequency to generally run hourly across the whole route. The route will be revised to additionally serve Pendleton village, following customer requests, and in the Clitheroe area to additionally serve Peel Park to partially replace the withdrawn Service C4.
The enhanced frequency will enable students travelling from Brockhall to Clitheroe Ribblesdale CHS to use Service 25 and will replace dedicated school Service 464.
A schooldays variation, numbered Service 25S, serving Sabden instead of Barrow Brook, will replace dedicated school Service 638 to Billington St.Augustine's RCHS.
The service will now operate generally every hour, Monday to Saturday daytime and continue two-hourly on Sundays, between Blackburn, Mellor and Mellor Brook only.

Service 60/60A Burnley – Lower Manor - General Hospital – Nelson – Marsden Park – Colne
It is proposed to revise the route and timetable, adjusting journey times to improve overall service reliability. The services in Colne will terminate at Colne Bus Station, no longer operating the Venables Avenue/Castle Road Circular, which will now be served by the extension of Service 68.
The services will continue to operate up to every 30 minutes, Monday to Saturday daytime and hourly on Sundays.

Service 60B Nelson – Marsden Heights – Brierfield
It is proposed to introduce this new service, replacing Service 69 between Nelson and Brierfield.
The service will operate up to every hour Monday to Saturday daytime.

Service 61 Nelson – Lomeshaye Industrial Estate
It is proposed to introduce this new service, linking Nelson Interchange with Lomeshaye Industrial Estate.
The service will operate up to every hour Monday to Saturday daytime.

Service 64 Burnley – Padiham – Sabden – Whalley – Clitheroe
It is proposed to revise the timetable, with minor timing adjustments to the last two Monday to Saturday evening departures from Clitheroe.
The service will continue to combine with the enhanced Service 65 to operate up to every half hour Monday to Saturday daytime and every hour Sunday daytime between Burnley and Sycamore Avenue.

Service 65 Burnley – Padiham – Fence – Carr Hall – Nelson
It is proposed to revise the route and timetable, utilising funding secured through the planning process, and supported by Bus Grant funding from HM Government, to increase the service frequency and adjust the route to serve Carr Hall Riverside Community and Business Park instead of serving Barrowford.
The timetable will be revised increasing the frequency to operate generally every hour Monday to Saturday daytime and the introduction of a new two-hourly Sunday daytime service.
The service will continue to combine with Service 64 to operate up to every half hour Monday to Saturday daytime and every hour Sunday daytime between Burnley and Sycamore Avenue.

Services 66/66S/67 Nelson – Barley – Chatburn – Waddington – Clitheroe
It is proposed to revise the route and timetable, revising times to combine with the amended Service 68 to operate up to every half hour Monday to Saturday daytime between Nelson and Higherford.
There will no changes to the Sunday Service 66S.

Service 68 Nelson – Higherford – Alkincoats – Colne
It is proposed to revise the route and timetable, extending the service beyond Colne Town Centre to additionally serve the Venables Avenue/Castle Road Circular loop, replacing the revised Service 60/60A.
The timetable will continue to operate generally every hour daily daytime with Monday to Saturday evening journeys between Nelson and Colne only.
The service will combine with the revised Services 66/67 to operate up to every half hour Monday to Saturday daytime and every hour Sunday daytime between Nelson and Higherford.

Service 69 Nelson – Carr Hall – Lomeshaye – Nelson
It is proposed to revise the route and timetable, revising the service to operate a single loop between Nelson, Carr Hall and Lomeshaye Business Park.
Between Nelson and Brierfield the service will be replaced by new service 60B. The section between Brierfield and Burnley General Hospital is proposed to be withdrawn, however Service 60 and Burnley Bus Company Services 2, 2A, M3, M4, M5 and M6 provide alternative links from Nelson and Brierfield to Burnley General Hospital.
The service will operate up to every hour Monday to Saturday daytime.

Service 80 Clitheroe – Barnoldswick – Colne
It is proposed to introduce this new service, linking Clitheroe and Colne, to provide new links with additional rural communities in the east of Ribble Valley following customer requests.
The new service, replacing Service C3, will run between Clitheroe and Colne via Pimlico, West Bradford, Sawley, Bolton-by-Bowland, Gisburn, Barnoldswick and Foulridge.
The service will generally operate every two hours Monday to Saturday daytime.
