4. The application process

In order to assess applications, the county council operated a two-stage process with an open expression of interest round to assess the demand for funding followed by eligible projects being invited to sub a Full Application.

Full applications were assessed against

  • Potential to deliver against key local and national priorities
  • Ability to pilot new ways of working
  • Deliverability
  • Targeting especially Burnley, Pendle and Rossendale
  • Proposed project outputs and outcomes
  • Evidence that the project did not duplicate any other activity being delivered in Lancashire
  • Value for money – cost of project against outcomes/outputs delivered and any proposed/secured match funding
  • Compliance with UK Public Subsidy control principles

All full applications that were as assessed as eligible and deliverable were included in the single Lancashire County Council bid to Government submitted on 18 June 2021.

This aims to support people and communities most in need across the UK to pilot programmes and new approaches to prepare for the UK Shared Prosperity Fund.
