Location: A59 New Hall Lane and junction of New Hall Lane/ Stanley Street/ London Road, Preston.
Proposals: The proposals are in 2 phases:
- Phase 1: Bus lane
Introduction of a dedicated bus lane westbound on New Hall Lane between Fishwick Road and Witton Street for local bus services. No traffic lanes will be removed for the bus lane as the road width allows for both bus lane and traffic lanes to remain in place.
The bus lane is the first phase of a wider scheme to improve bus movements, reliability and punctuality along New Hall Lane and encourage greater use of bus services.

- Phase 2: Junction improvements
Junction improvements to benefit all road users by improving junction capacity and traffic flow.

We carried out early stakeholder engagement throughout the development of the designs.
Traffic Regulation Order consultation was carried out from 19 January 2024 until 16 February 2024. Some objections were received and the proposals were therefore put to Lancashire County Council's Cabinet for a decision. Cabinet approved the proposals at their meeting on 9 May 2024.
Delivery of the bus lane is planned for early 2025.

Location: Along the 125 bus route: Phase 1 - Adlington to Chorley and Phase 2 - Chorley to Preston, Walton Summit
Proposals: We are improving bus stops by reviewing their locations and making them accessible for everyone. This includes adding raised kerbs, boarding points, better shelters (where applicable), and bus stop boxes and/or restrictions to prevent cars from parking at the bus stops.
The proposals are divided into two phases
- Phase 1 - Adlington to Chorley and
- Phase 2 - Chorley to Preston including Walton Summit
Progress:
Phase 1: Adlington to Chorley
- Lancashire County Council's Cabinet approved the proposals for several Phase 1 bus stops at their meeting on 11 April 2024. Work began on delivering the improved bus stops in July 2024.
- Our Highways teams have been working incrementally along the route and 13 bus stops will have already been completed by the end of September 2024.
- Additional bus stops between Adlington and Chorley are still pending formal consultation. We will add details of Traffic Regulation Orders when the consultation begins.
Phase 2: Chorley to Preston:
- Formal advertising and Traffic Regulation Order consultation for the majority of Phase 2 bus stops is expected to be around January 2025. Dates will be confirmed as soon as they are available.
- Phase 2 also includes Walton Summit (Walton Summit Road, Brierley Road and Tramway Lane). The formal consultation process for these locations was held between the 18 April and 20 May 2024 with no objections received. Works on the ground will be started in the next few months.

Location: Tulketh Brow / Fylde Road / Water Lane and Fylde Road / Aqueduct Street / junctions Ashton-on-Ribble, Preston
Proposals:
It is proposed to use Bus Service Improvement Plan funding, alongside developer contributions secured through the planning process, to improve traffic flow through the Tulketh Brow / Fylde Road / Water Lane and Fylde Road / Aqueduct Street junctions.
The scheme proposes to introduce new traffic signals and improve the layout of the junction to:
- Assist bus movements through the junctions
- Improve traffic flow and junction capacity
- Enhance pedestrian and cycle facilities
The proposals aim to help reduce delays to buses by improving junction capacity, particularly at Tulketh Brow/ Water Lane, where an additional right-turn from Tulketh Brow into Water Lane will be introduced. This will help reduce the impact of right-turning traffic blocking buses and other vehicles heading straight on towards the university.
To facilitate this change, new traffic signals with intelligent bus priority will be installed across the junctions and bus stops will be relocated to better integrate with the new layout and improve overall accessibility.
While one of the key aims is to improve bus movements through the junctions, the changes in junction operation and capacity will also benefit all traffic and road users.
An important aim of the scheme is to improve pedestrian and cycle facilities and crossings, creating more shared footpath and cycleways to take cyclists off the road at key pinch points.

Progress:
Design work has been undertaken to determine how additional capacity can be facilitated through the junctions.
Formal consultation on the proposed Traffic Regulation Orders (TROs) is being carried out between and 12 September and 10 October 2025. The proposed TROs are available to view on the Lancashire County council proposed traffic regulation orders (please use link) webpage.
