Living Well at Home

Lancashire County Council has established a Pseudo Dynamic Purchasing System (PDPS), "the Living Well at Home PDPS" to enable the purchase of various Services for adults.

The Living Well at Home PDPS is an open arrangement. Applicants can apply to join during its term if the Applicant satisfies the required criteria and is able to deliver the Services as described in the applicable Specifications.

The authority wishes to engage with providers to invite them to apply, see below information of potential 'call off'/commissioning activity over the next 12 -18 months.

Further review and planning work is being carried out to inform this activity which is explained below.

However, if you deliver these services currently, we encourage you to apply if you meet the requirement of the Living Well at Home PDPS.

How to apply

Potential call off/commissioning activity:

Lot 1 Regulated Services

  • Lot 1a – Short Term Care at Home – at present there are no planned call offs for this lot
  • Lot 1b – Homecare Services – ongoing Call Offs on an individual need basis
  • Lot 1c – Extra Care Services – at present there are no planned call offs for this lot

Lot 2 Non-Regulated Services 

LWH new application evaluation proposed timeline:

It is intended that evaluations of applications for the following lots will take place in Summer 2025.

  • Lot 1 – Regulated Care Services – two lots only
    • Lot 1a – Short Term Care at Home
    • Lot 1c – Extra Care Services
  • Lot 2 – Non-Regulated Support Services

Exact application evaluation deadline will be published in the coming months. Timescales are subject to change and the authority reserves the right to amend dates. Any changes to the procurement timeline shall be notified to all applicants as soon as practicable.

Lot 1b Homecare - applications:

The authority has taken the decision not to evaluate applications for Lot 1b Homecare in Summer 2025, the authority reserves the right to amend the proposed evaluation timetable and will provide a further update in due course later in 2025/early 2026.

This decision has been based on a review of current demand within this lot and capacity available within the existing LWH PDPS Lot 1b Homecare Providers.

It is the authority's intention to undertake a further review of capacity, contract performance and market shaping analysis later in 2025 with an update provided thereafter.

Summary of the Living Well at Home PDPS

The aim of the Living Well at Home PDPS is to support the delivery of the Authority's vision to enable Individual's to live as independently and healthily as possible. It will provide Individuals and their informal carers with the right level of care and support with prevention, early intervention, and the promotion of independence.

The Services have been divided into the following Lots:

  • Lot 1 – Regulated Care Services by the Care Quality Commissioner
    • Lot 1a – Short Term Care at Home
    • Lot 1b – Homecare Services
    • Lot 1c – Extra Care Services
  • Lot 2 – Non-Regulated Support Services

Applicants are invited to apply for all or any of the Lots, there are no restrictions on the number of Lots that Applicants apply for, however the Applicant must ensure they meet the relevant Core and Lot Specification(s) for the Lot they choose to apply for. Additionally, the Applicant needs to ensure they have the resources available to carry out work in their chosen Lot(s).

The Living Well at Home PDPS will be an open arrangement with no restrictions on the number of Service Providers who can be awarded a place on the PDPS. There will be an initial application phase to award places on the Living Well at Home PDPS within the Lots. Please see procurement documents below for details.

Following the initial application phase (Round 1), the PDPS will reopen, and evaluations of new Applications will be held annually approximately between May and September of each year. The Authority reserves the right to evaluate new Applications sooner and/or amend the evaluation dates. Evaluation dates will be published on the Authority's e-tendering portal as a message or any other format which the Authority stipulates.

This Living Well at Home PDPS Agreement is for use by each of the Contracting Bodies identified in the contract notice.

How to apply

To participate and join the Living Well at Home PDPS, please read all documents listed below. Applicants must complete all the required documents (as stated in the ITP) and must be returned via Oracle Fusion under LCC15131.

Ensure you select 'No' to 'Invitation Received' in the search options.

You must also check Oracle Fusion on a regular basis for 'messaging function', this will provide a log of any clarification questions raised by applicants and the authority's responses.

All aspects (documents/attachments/responses) of the application can and must be submitted via Oracle Fusion. The authority will not accept email or hard copy/paper applications in relation to this process and you must submit your application electronically via Oracle Fusion.
