Animal feed and food hygiene

Maintaining the safety and integrity of the feed and food chain — from farm to fork — is a vital part of our work.

Lancashire County Council's Trading Standards Service carries out feed hygiene inspections to ensure compliance and protect both animals and consumers.

Do I Need Feed Hygiene Registration or Approval?

You must register your business with Trading Standards if you make, sell or use animal feed (including most pet foods).

In accordance with The Animal Feed (Hygiene, Sampling etc. and Enforcement) (England) Regulations 2015 feed businesses — and some food businesses — must be registered or approved if they carry out certain activities.

You will likely to need feed registration/approval if you carry out any of the following activities:

  • Manufacturing compound feed
  • Manufacturing feed materials, feed additives and/or premixtures
  • Marketing animal feed
  • Importing animal feed
  • Storing animal feed
  • Distributing animal feed
  • Food businesses supplying surplus food for use as feed
  • Food and non-food businesses selling co-products which are destined for the animal feed chain
  • Manufacturing pet food (including 'pet treats')
  • Livestock farming
  • Growing, using or selling crops for feed use
  • Producing animal feed for wild creatures (including wild game)
  • Carrying out other controlled feed activities

If you carry out one or more of these activities, you must register or apply for approval before operating.

Feed Business Operator Responsibilities

Feed business operators must also inform the relevant enforcement authority of any changes to:

  • Name
  • Business name
  • Address
  • Activity
  • Ownership

You must also notify us if your feed business ceases trading.

Notes for Applicants

Applicants should note: Articles 9 and 19 of Regulation 183/2005 on feed hygiene require the collection and collation of the above information from feed business operators and to make details of feed businesses available to persons enquiring about the registration status of such businesses. This information may also be shared with other government agencies responsible for the official control of animal feed, e.g. the Veterinary Medicines Directorate’s Inspection and Investigations Team and the Animal and Plant Health Agency (APHA).
