Description and objectives

 

Lancashire County Council (on behalf of a commissioning partnership, including Lancashire and South Cumbria ICB, Blackburn with Darwen Council and Blackpool Council) is undertaking preliminary market engagement to inform the future commissioning of an Integrated Community Equipment Service.

The objectives of this market engagement are to:

  • test market appetite and capacity for a future procurement,
  • gather feedback on the proposed service scope, delivery model and timescales,
  • understand supplier views on the proposed product catalogue approach, including the use of equivalent products, and
  • identify potential risks, constraints and opportunities ahead of any formal procurement process.

This activity is intended to support the development of a robust, deliverable procurement strategy and documentation.

Estimated contract dates/timescales

Proposed procurement launch: June 2026

Indicative contract start date: From December 2027

Contract duration: Three years

Preliminary Market Engagement description

 

This preliminary market engagement will be conducted via an online questionnaire published on the Council’s procurement portal.

The questionnaire will seek supplier feedback on:

  • interest in participating in a future procurement,
  • capacity and capability to deliver a Community Equipment Service at scale,
  • views on the proposed product catalogue and the use of equivalent products,
  • information requirements to support mobilisation and pricing, and
  • key risks or dependencies the Authority should consider.

Participation in this engagement is voluntary and does not form part of any subsequent procurement process.
