Description and objectives

The Department of Health and Social Care, the UK Health Security Agency (UKHSA) and NHS England develop an annual flu plan to guide local arrangements of seasonal flu vaccination delivery.

To support this plan, Lancashire County Council (LCC) are looking to establish a long-term contract with a provider to deliver flu vaccines to LCC employees on LCC premises to reduce the impact of flu in the population and staff absenteeism. Delivery of the on-site flu clinics enables a greater level of accessibility by delivering the free flu vaccination at site of work and out-of-hours if required, with zero disruption to working hours and responsibilities.

For clarity, this contract would fall within the scope of The Health Care Services (Provider Selection Regime) Regulations 2023.

Preliminary Market Engagement description

Lancashire County Council (LCC) is in the process of undertaking an exercise to commission flu vaccinations for LCC employees on LCC premises. We wish to engage with key stakeholders in relation to a potential competitive procurement of the services.

LCC are looking to hear from potential applicants about this proposal and to gain insight into whether the requirements set out in the draft specification are reasonable. We would also like to understand different perspectives on the proposed pricing models, budget, timelines and potential ideas on different strategies providers might be able to offer.

Following the market engagement, LCC may advertise the procurement of Workforce Flu within the next 12 months.

The feedback gained from the market engagement questionnaire may be used in the planning and conduct of a subsequent tender opportunity. However, LCC reserves the right to amend what is set out in the market engagement. Any process that may be conducted will only be in accordance with the procurement documents that are published.
