Description and objectives

 

Lancashire County Council (the Council) is engaging with the market for the provision of a statutory mediation and disagreement resolution service for children and young people, aged 0-25, with Special Education Needs and Disabilities (SEND). The service will deliver the following statutory activities:

 

•                     Mediation & Disagreement Resolution Services

•                     Information, advice & signposting

•                     Tribunal-related mediation sessions

•                     Issuing of Mediation advice certificates

 

Estimated contract dates/timescales

Following the market engagement, if any procurement activity is required, this will be in accordance with the published procurement documents which may be published via the Oracle Fusion Portal in May/June 2026.

Preliminary Market Engagement description

 

The Council is in the process of undertaking a review of the SEND Mediation and Dispute Resolution Services. The Council has yet to determine how this service will be commissioned.

 

We wish to engage with key stakeholders in relation to some of the key elements of the proposed Service, to:

 

·       Gather feedback on the proposed structure of the Service, including pricing

·       Understand Provider interest, flexibility and capacity

·        Inform the commissioning approach and design of the Service
