Cabinet 

  • Cabinet met Thursday 5 February to discuss several issues and take some important decisions affecting our work.
  • Agenda items included:
    • Corporate Performance Report 2025/26 Quarter 3
    • 2025/26 Quarter 3 Financial Monitoring Report
    • 2026/27 Budget Report
  • The Budget Report will now be taken to the Budget Full meeting scheduled for 26 February.

Improving how we make decisions

  • We’ve made some changes to improve how we make decisions. These changes apply from January and are designed to make our governance clearer, more efficient and more accountable.
  • We’ve introduced a new officer board structure to support the Executive Leadership Team (ELT):
    • Delivery Board – leads the council’s Improvement Plan, including performance, financial sustainability and transformation.
    • Compliance and Assurance Board – oversees our statutory duties and governance arrangements.
  • These boards continue to be supported by Directorate Leadership Teams (DLTs), programme boards and corporate working groups. You can find more information on the officer boards intranet guide.
  • A standard report template must now be used for all officer board meetings. This ensures decision‑makers receive the right information and reduces time spent rewriting reports. The template is available on the intranet.
  • All officers are responsible for making sure decisions are open, accurate and properly authorised. Decisions sit with individual officers under the Scheme of Delegation to Officers. Directors must keep their delegations up to date, and all officers should check that decisions are correctly authorised and recorded when needed. PROUD Awards 2026

  • Our annual PROUD event will take place on the evening of 12 February, recognising and celebrating the achievements of Lancashire’s Children Looked After and Care Experienced Young People.
  • This event is filled with pride and inspiration, as we hear about the courage, resilience, talent and determination of our fantastic children and young people.
  • As their corporate parent, we are committed to championing their successes and ensuring they feel valued, supported and celebrated.
  • Thank you to everyone involved in making this event happen. Your support helps ensure our children and young people enjoy a memorable and meaningful evening.

Reminder – website content freeze on our website

  • As we prepare to launch our new website in March, we are entering the final phase of moving across content and quality assurance.
  • The remaining weeks will focus on:-
    • completing the move of content
    • finalising template development
    • testing and quality assurance
    • getting ready for the website to go live
  • To protect this timeline, we have put a content and publishing freeze in place.
  • If you have any website related requests, please hold any website requests until the new site goes live in March.
