Key messages 19 December 2025

Improving our digital tools for Highways Services

  • From February 2026, our current Highways Asset Management System (HAMS) will be replaced with a new system called Confirm, provided by Brightly (a Siemens company).
  • Confirm is widely used in local government and will streamline our asset management, reduce duplication and provide easy-to-use dashboards for key information. The new system will make daily work easier, improve efficiency and help us deliver better value for Lancashire residents.
  • Support and training will be available in January 2026 including bite-size videos, train-the-trainer sessions and ongoing guidance to ensure everyone is confident using Confirm.
  • If you have any questions about this new system, please speak to your line manager in the first instance or contact Kat Harrington kat.harrington@lancashire.gov.uk, our dedicated change lead.

Senior management update

  • Following a successful recruitment process, Clare Coupe has been appointed as Director of Communities and Engagement.
  • As a member of the Place Directorate Leadership Team (DLT), Clare will have strategic responsibility for Communications and Engagement, Civic Pride and Safety and Cultural Services.
  • Clare will start her new role in the new year.

Strategic review of Lancashire’s in-house Adult Social Care Services

  • The strategic review of Lancashire’s in-house adult social care services has drawn strong interest from residents, families, staff and partners, showing how much people care about the future of these services.
  • This review is a key step in delivering our vision of Living Better Lives in Lancashire and responding to recent Care Quality Commission findings. We remain committed to ensuring safe, high-quality care for everyone.
  • Over 1,600 thoughtful responses were received during the public consultation, reflecting concerns, ideas and hopes for the future. Every contribution will be carefully considered before decisions are made.
  • Because of the richness of feedback, decisions will not go to Cabinet in February as planned. This additional time ensures choices are made in the best interests of residents, families, staff and the long-term sustainability of care.
  • We’re commissioning surveys on building conditions and exploring modernisation options, alongside reviewing improvements to the Evaluation Framework.
  • We will also be exploring opportunities to work with other stakeholders and potential partners to look at options for the future of the services and facilities under review, wherever this is possible and affordable.
  • All findings will be considered alongside consultation feedback.

Web content freeze reminder

  • We are continuing to build the new Umbraco CMS (the back-end Content Management System) for the county council website.
  • The migration of website content to the new CMS is in progress.
  • As a result, we’ll only be making business-critical updates to the current website to allow our web team to focus fully on developing the new site. Please use the request an update to web or intranet content form for critical content requests.
  • If you manage your own content on the website, access has been restricted to prevent changes being lost in the migration.
  • We expect the new site to go live in March 2026.
