Full council met Thursday 17 July where a range of key decisions were made, and important issues were discussed, including:
The Lancashire Child and Youth Justice Plan 2025–26 - sets out the strategic and operational framework for delivering effective youth justice services across the county. The plan was formally approved by Full Council, enabling the council to fulfil its statutory responsibilities and implement the priorities outlined within the plan.
Political Governance Working Group – approval was given to disestablish the Scrutiny Management Board and to establish a new Budget and Finance Scrutiny Committee.
Report of the Independent Remuneration Panel - Members' Allowance Scheme - Proposed Changes to Dependents' Carers' Allowance – approval was given to change the Dependents' Carers' Allowance element of the Members' Allowance Scheme 2025/26, as set out in the report.
We are pleased to announce the following appointments have been made in Adult Services:
Mairead Gill-Mullarkey appointed to Director of Operations.
Matthew Emerson appointed to Director of Strategic Commissioning and Quality.
John Williams appointed to Director of Operations.
Laurence Ainsworth has also been appointed as our new Executive Director of Resources, following a recent recruitment process.
Laurence joined the county council in July 2024 as Director of Strategy and Transformation. He brings a wealth of experience to the role and will be a valuable addition to our Executive Leadership Team.
He will take up his new post in August, and his current role will be advertised shortly.
We will also have a new Head of Fund for Pensions later in the year, with Pete George joining the council in November. Pete currently works for Cumbria Pension fund and will bring a significant amount of knowledge and experience to the role. Robert McElvanney will join the council on an interim basis on 21 July.
July 2025 staff check-in survey
On Thursday 24 July we will open our short staff check-in survey.
This is part of our response to the 2024 staff survey results and our commitment to listening to you.
This anonymous survey will have a few simple questions and will take no longer than two minutes to complete.
You will be able to access the survey through Staff News, Team Lancashire on Facebook and the Staff Survey website.
