Civic and Lieutenancy
The roles of Chair and Vice-Chair of the county council are appointed at the Annual General Meeting of the Full Council held in May and are held for a period of one year. The roles are held by councillors and are non-political.

The council Chairman is a non-political, impartial figurehead who champions the county and embodies the council’s values. They support the council’s corporate values and priorities, celebrate the county’s heritage, and represent the council at both external and internal events. By attending these events, either alone or with other council leaders, they ensure representation of all members, not just a single party.
Lieutenancy
Each county has a Lord-Lieutenant, appointed by His Majesty The King to be his personal representative. Their prime duty is to uphold the dignity of the Crown, through the following functions:
- Arranging visits by Members of The Royal Family and escorting Royal visitors.
- Presentation of medals and awards on behalf of His Majesty (such as The King’s Award for Voluntary Service; The King's Award for Enterprise and the British Empire Medal).
- Participation in civic, voluntary and social activities with the Lieutenancy.
- Liaison with local units of the Royal Navy, Royal Marines, Army, Royal Air Force and their associated cadet forces.
- Leading the local magistracy by chairing the Advisory Committee on Justices of the Peace.
- Recognising, encouraging and promoting excellence in the county.
The current Lord-Lieutenant of Lancashire is Mrs Amanda Parker JP, appointed in 2023.
The Lord-Lieutenant is also supported and assisted by a Vice Lord-Lieutenant and a number of Deputy Lieutenants appointed from across the county. Administrative support is provided by the Clerk to the Lieutenancy, through the Lieutenancy Office. The Clerk is appointed by the Lord-Lieutenant, and, in many counties, this role is traditionally held by the Chief Executive of the County Council.
