What is Operation Ford?

Operation Ford is UK Policing’s contribution to the Defending Democracy Policing Protocol, led by the Home Office. It ensures that any incident involving intimidation or harassment of councillors or election candidates is treated accordingly. 

An Operation Ford incident is defined as:

"Any act committed against any local councillor or a candidate for any of those roles in an election or the Police and Crime Commissioner where it is reasonable to believe that the act has been committed with the intention of intimidating or harassing the elected official or candidate in connection with his or her official position or potential future position." 

Why is this important?

Elected officials should be able to carry out their duties free from fear, abuse, or intimidation. Operation Ford provides a clear and formal route for reporting incidents, ensuring swift police response and appropriate investigation. It also helps build a national picture of threats to democratic participation and public service.

How to Report an Operation Ford Incident

If you experience or witness intimidation or harassment related to your role as a councillor, please report it using one of the following methods:

  • Non-emergency:Call 101 or use the online reporting tool on the Lancashire Police website.
  • Emergency:Call 999.
  • In person:Visit a police station with an enquiry desk.

When reporting, please quote “Operation Ford” to ensure the incident is flagged appropriately. This triggers internal alerts to dedicated officers and ensures the right resources are deployed.
