We have launched Living Better Lives in Lancashire, our vision for adult services. Our aim is to support people to stay well and live independently in a place they call their home for as long as possible. We do this by working with people to find out what goals they want to achieve, focusing on what they can do, rather than what they cannot.
We take a three-step approach to supporting them:
- Encouraging people to use resources and support at the heart of their community to stay well. This can include support of friends or family members, carers, accessing voluntary, community, faith and enterprise (VCFSE) groups, information and advice support such as our carers support, and early help services such as our Technology Enabled Care and AskSARA services.
- If further support is needed, we use short-term interventions to help people regain their life skills, avoiding the need for long-term care or treatment. Short-term care is offered for up to six weeks and could include, hospital discharge support, reablement to help people to rebuild skills to live independently and other support offered through our short care at home service.
- We will provide the best long-term solutions for those who need more formal support, once the first two steps have been considered. This may include support in a supported living facility, our Shared Lives Service, homecare or residential care.

We support children, young people and families and our vision is to make sure all children, young people and their families are safe, healthy and achieve their full potential. This includes preventative work as well as close support for individuals and families where it is needed. We work with families who are struggling to provide effective and safe care for their children; putting plans of support in place and, where needed, caring for children outside of their birth families for short or long periods of time. We support children and young people through the child and youth justice service to work towards rehabilitation and prevention of further offending. In all our work, we work closely with partners.
We work closely with schools through a team of school advisors, as well as with individual children, making sure education is inclusive for all, including those with Special Education Needs and Disabilities (SEND). We do not “run” schools directly, but we maintain local authority schools through the work of school governors. Schools that are academies are run independently but we have statutory duties to provide some support to them to enable them to do their work.
For all our Education and Social Care Services, we have a safeguarding, inspection and audit service to help make sure our services are safe and effective.

Our Directorate provides a comprehensive range of services aimed at fostering community connections, driving growth and development, and enhancing individual well-being. We prioritise health and wellbeing in all our initiatives, ensuring our services are both effective and empowering. We actively collaborate with business and the private sector to create mutually beneficial partnerships that support economic growth and community development. By leveraging the strengths and resources of local enterprises, we enhance service delivery, stimulate innovation, and contribute to a thriving local economy.
Under Economic Growth, key service delivery includes oversight of Lancashire's £20bn major development and infrastructure programme; adult skills, careers and employment; business support; the Council's real estate; place marketing and inward investment into Lancashire.
Environment includes Waste Management, recycling and disposal; the Local Planning Authority; Active Travel; Public Rights of Way; Historic Environment; Countryside sites; Public Rights of Way; Nature, Economy and Biodiversity; and responsibilities for the Forest of Bowland National Landscape.
Highway and Transport includes responsibility for the local transport and Lead Local Flood Authority; road, bridge and associated asset and environmental management and maintenance; parking and road safety; street works, drainage and traffic management; together with design teams and delivery of a significant capital programme, fleet and transport services; and public transport.
Accountabilities for Public Health, Wellbeing and Communities include health prevention, protection and improvement; health and safety; emergency planning and business continuity; community safety and counter-terrorism; welfare rights; trading standards and scientific services.
