Mark Wynn

Mark is the councils recently appointed Chief Executive having now been with the council for just over two years. He was previously the Executive Director of Resources within the council creating and overseeing the directorate that looks after finance, HR, communications, legal, ICT and policy and transformation.
He has extensive local government experience, gained over 30 years and has previously worked for a number of large councils including Shropshire, Cambridgeshire and Cheshire County Councils as well as at Cheshire West and Chester Unitary Council.
Marks background has been in 'Corporate Services' ensuring councils are cohesive, outcome focussed and well run. He has also been involved in significant regeneration schemes and the transformation of services to vulnerable people.
In his time at Lancashire he has built the Resources Directorate which continues to support the delivery of the ambitions of the council within its council plan.
In his role as Chief Executive, Mark has a statutory role that involves the oversight of the councils workforce and governance and is a key contact point for Members.
Mark will be supporting Members in their induction and throughout their term of office, both personally and through the Democratic Services team overseen by Josh Mynott.

Helen has a track record of delivering large scale transformation, financial recovery programmes, sustainable financial modelling and commissioning including care market negotiations and contract negotiations and contract mobilisation in social care, housing and care development, care villages, social care digital transformation including system implementation, integrated NHS and care commissioning and delivery.
She has been involved in provision of due diligence/readiness assessments and leadership to deliver Local Government Reorganisation programmes and organisational mergers in the NHS, Local Authorities and independent sectors. Also, delivery of sector led peer challenge programmes at regional and individual organisation level.
Helen worked for the NHS supporting a number of councils with major change, performance and financial recovery, leadership of large-scale housing and major project procurement and development.
Helen has previously worked in a range of local authorities with executive director responsibility for adult social care, housing, public health and a range of community services. She has experience in unitary, upper tier councils across the country.
Helen forms part of the Executive Leadership Team reporting to the Chief Executive and her Directorate is responsible for;

Jacqui Old CBE

With a wealth of experience, Jacqui has held senior positions in both the NHS and Local Authority, focusing on the provision and commissioning of services.
Currently, Jacqui serves as the Executive Director for Education and Children's Services at Lancashire County Council. Before this role, she held a combined Director of Adult Social Services (DASS) and Director of Children's Services (DCS) position at North Tyneside Council, where she managed Adults, Children, Education, and Public Health. Her efforts in North Tyneside included leading the Change Programme for Cared for Services.
Under Jacqui's leadership, North Tyneside Council received commendations from Ofsted and the Care Quality Commission (CQC) for their collaborative approach to supporting children and young people.
Recently, Jacqui led a successful ILACS inspection, improving Lancashire County Council's rating from 'requires improvement' to 'good'. She is currently guiding the council's transformation programme for SEND.
Jacqui has also been involved in the national work assisting other authorities with service improvement. She is deeply committed to addressing issues related to alcohol and mental health, working both regionally and nationally on these matters.

Phil Green

With more than 25 years’ experience in local government, Phil joined Lancashire County Council in 2019 from Bolton Council, where he had worked for more than 23 years, latterly as the economic development and regeneration chief officer whilst also playing key roles supporting functions of the Greater Manchester Combined Authority with public service reform, strategic planning, employment and skills.
At the county council, Phil led on the formation of the first ever strategic plan, Lancashire 2050, preparing the ground for Lancashire's first devolution deal, Combined County Authority and Business Board, formally established in February 2025.
Out of work Phil has an active personal life with a love for family, football and fun.
