The Council Plan is a strategic document outlining Lancashire County Council's vision, ambitions, and priorities for the next five years (2025-30). It serves as a blueprint for decision-making and service delivery, ensuring that the council's efforts align with the needs and aspirations of the community.

Focusing on 'Better Lives for All', 'Economic Ambition', 'Stronger Communities', and 'Thinking Differently', the plan guides the council's actions and helps monitor progress towards creating a better Lancashire for everyone. This plan is crucial as it provides a clear direction for achieving the council's goals. Future decisions, strategies and operational plans will now align to the framework set out in this plan. We will also set key performance indicators and targets that link to our priorities, which will help us track progress over the next five years.

 

The Lancashire 2050 framework aims to bring people together with a shared vision, shared ambition, shared goals and shared priorities. Initiated by Lancashire’s 15 councils, but involving everyone with a stake in our county’s success, it sets out the areas where we can work together to help our county thrive, seizing opportunities that are bigger than any one institution. 

Our framework for action will help us focus on the things that are most important, as well as respond to changing local and global trends, policy mandates and place needs. It will mean Lancashire can speak with one voice when championing our needs in government.

The Children and Young People's Plan 2024-2028 outlines Lancashire County Council's vision and priorities to ensure that children and young people are safe, healthy, happy, and equipped with skills for life. This plan emphasises the importance of providing a nurturing environment where young people can thrive from early years into adulthood.

By focusing on improving outcomes, particularly for vulnerable and deprived groups, the plan aims to create an inclusive and supportive community. It highlights the council's commitment to listening to young people's voices and involving them in decisions that affect their lives, ensuring a prosperous and successful future for all children in Lancashire.

The Crime and Disorder Reduction Strategy is composed of Strategic Assessments and Partnership Plans which provide a comprehensive analysis of key issues and risks affecting communities across Lancashire. Conducted by the Community Safety Partnership, these assessments highlight areas requiring multi-agency engagement to improve safeguarding, reduce vulnerability, and enhance community well-being.

By addressing critical concerns such as domestic abuse, violence, exploitation, and anti-social behaviour, these plans guide collaborative efforts to create safer and more resilient communities. They are essential for informed decision-making and effective resource allocation, ensuring that community safety remains a top priority.

The Highways and Transport Strategy 2023-2025 outlines Lancashire County Council's approach to developing a modern, efficient, and sustainable transport network. This strategy recognises the crucial role of highways and transport in enabling economic growth, improving the environment, and enhancing social well-being.

By focusing on innovative, cost-effective, and low-carbon solutions, the strategy aims to improve connectivity, reduce congestion, and promote safer, greener travel options. It is essential for ensuring that all parts of the county benefit from improved transport links, supporting the council's broader goals of economic development.

The Child and Youth Justice Plan 2024-2025 outlines Lancashire County Council's strategy for supporting young people involved in the justice system. This plan emphasises a child-first, trauma-informed, and restorative approach to reduce reoffending and improve outcomes for young people.

By focusing on prevention, diversion, and rehabilitation, the plan aims to create a supportive environment that helps young people achieve their full potential. It highlights the importance of multi-agency collaboration and evidence-based practices to ensure effective service delivery and positive impacts on the community.

The Pay Policy Statement 2024-2025 outlines Lancashire County Council's approach to setting the pay of its workforce, particularly senior staff and the lowest-paid employees. This document ensures transparency and compliance with relevant legislation, detailing the methods by which salaries are determined and the relationship between the remuneration of chief officers and other employees.

By providing a clear framework for pay and grading structures, the statement aims to ensure fairness and equity across the council's workforce. It is essential for maintaining accountability and public trust in the council's remuneration practices.

The Digital Strategy outlines Lancashire County Council's vision for leveraging digital technologies to enhance service delivery, improve efficiency, and foster innovation. By prioritising digital inclusion, data-driven decision-making, and modern infrastructure, the strategy aims to create a connected and responsive council.
