Code of Member Conduct

All Lancashire County Councillors are required to maintain the highest standards of conduct at all times and follow the council's Code of Member Conduct. It is important that you read and understand the Code.  

The Code is underpinned by the Seven Principles of Public Life (the Nolan Principles) and therefore you must always act with selflessness, integrity, objectivity, accountability, openness, honesty and leadership.  

The Code also sets out the legal requirements relating to the disclosure of interests. You must register your interests with the council within 28 days of the election. Please follow the link provided in your welcome letter for more information and to update your register of interests. 

Failure to notify the council's Monitoring Officer (Director of Law and Governance) of a disclosable pecuniary interest, or participating in a meeting or decision in which you have a disclosable pecuniary interest, is a criminal offence. 

The Monitoring Officer is responsible for investigating and dealing with allegations of misconduct and alleged breaches of the Code of Member Conduct by councillors.  

As well as the Code of Member Conduct, you must observe: 

  1. The Protocol on Language and Behaviour 

  2. The Protocol of Good Practice on Development Control Matters 

  3. The Protocol on the Disclosure of Confidential Information 

  4. The Protocol on County Councillor/Officer Relations.
