Overview and Scrutiny
Overview and scrutiny committees have statutory powers to scrutinise decisions the council's Cabinet is planning to take, those it plans to implement, and those that have already been taken/implemented, and can make reports and recommendations on any matters affecting the Lancashire area and its residents. This broad mandate creates significant opportunities, not only to hold the council accountable, but to actively engage with communities and relevant partners (such as NHS) on issues that directly impact local people’s lives. As such, the council's Cabinet, relevant partners, and NHS bodies must consider and respond to what has been recommended.
To support this function, the council has established a Scrutiny Management Board and four Scrutiny Committees, and the remit of these bodies is set out below:
The purpose of the Scrutiny Management Board is the overall management, coordination and monitoring of Overview and Scrutiny, to ensure the general effectiveness and development of the county council's Overview and Scrutiny Committees for the benefit of the people of Lancashire.

The purpose of the Children, Families and Skills Scrutiny Committee is to review and scrutinise county council’s children’s services functions and other matters affecting children, young people and families; and fulfill the legal obligations associated with the educational duties of a Children’s Services Authority.

The purpose of the Community, Cultural, and Corporate Services Scrutiny Committee is to review and scrutinise the work of the county council and external organisations on matters relating to community safety and cohesion, and county council support services.

The purpose of the Environment, Economic Growth and Transport Scrutiny Committee is to review and scrutinise the work of the county council and external organisations on matters relating to the environment and climate change, economic development and growth, and highways and transport.

The purpose of the Health and Adult Services Scrutiny Committee is to review and scrutinise the county council's Adult Services and Public Health functions, and any matters relating to the planning, provision and operation of the local health service, which includes a statutory responsibility for scrutiny of NHS substantial development or service variation proposals.
