Council Owned Companies
The county council has set up or become a member of a number of companies in order to deliver better services for the people of Lancashire. This number can fluctuate in any given year depending on the county council's priorities and service delivery aims.
Where a company member or shareholder owns a majority of a company it is considered to have significant control within the definition of the Companies Act 2006 and is therefore responsible for the overall operation of the company and compliance with all necessary laws. In addition, any company that the county council holds more that 25% ownership and where the county council has power to appoint and remove directors is also considered to be a company where the county council has significant control.
In terms of companies that the county council has an interest in this is the current list of active companies a brief summary of their purpose:
- Lancashire County Developments Limited – Income generating
- Active Lancashire Limited – Charity service and grant provider
- Lancashire Urban Development Fund Limited – Urban Regional Development Fund grant loan provider
- Lancashire Renewables Limited – Waste processing service provider
- Local Pension Partnership Limited – Pension administration and investment
- Lancashire Environmental Fund Limited – Landfill tax credits grant provider
- The Lancashire Partnership Against Crime Limited – Charity grant provider (led by Lancashire Constabulary)
- Growth Lancashire Limited – Business advice service provider
Of those eight active companies the county council would be considered to have significant control over five of them – Lancashire County Developments Limited, Active Lancashire Limited, Lancashire UDF Limited, Lancashire Renewables Limited and the Local Pension Partnership Limited.
