Progress with the compulsory purchase order (CPO) and general vesting declaration (GVD) process

On 19th June 2019 the Secretary of State for Transport confirmed the Lancashire County Council (Church Gateway – Junction Improvement at Market Street and Blackburn Road, Church, Accrington) Compulsory Purchase Order 2019, submitted by Lancashire County Council.

Notices of Confirmation of the Compulsory Purchase Order were published on the 26th July 2019 in the Accrington Observer and posted on the land, sent to all interested parties and copies made available at Hyndburn Borough Council's Scaitcliffe House offices, Oswaldtwistle Library and County Hall Fishergate, Preston.  No challenges to the order were received in the notice period and the county council are now moving onto the next stage of the land acquisition.

The county council are seeking to acquire the land though a General Vesting Declaration, which is a formal procedure that gives a local authority the right to take over the ownership of property. Vesting declarations are governed by the Compulsory Purchasing (Vesting Declarations) Act 1981.

The authority will send all owners and occupiers a notice announcing the GVD and giving them the date when it intends to formally own and take possession of the property.

Notices will be put up on site and will be available for viewing from 8th October 2019 until 21st January 2020 at Hyndburn Borough Council's Scaitcliffe House offices, Oswaldtwistle Library and County Hall, Fishergate, Preston
