Lancashire warm spaces grant scheme

This small grant programme has been set up for local organisations and groups within the voluntary, community, and faith sector, as well as for parish and town councils, to support the creation and improvement of warm and welcoming spaces for residents amidst the rising cost of living, focussing on those most in need.

This grant scheme is separate to the Lancashire Community Food Grant Scheme, which has its own application process.

Who can and cannot apply

Applicants to the scheme need to:

  1. Be a building freeholder (owner) or;
  2. Have obtained all the relevant permissions from the freeholder to run this warm space
  3. Agree to abide by the Lancashire Warm Spaces Charter
  4. Agree register your Warm Space on our online directory, and therefore that you hold and fully comply with up to date:
    • Public Liability Insurance
    • Safeguarding policies and procedures
    • Appropriate risk assessments

You can apply if your organisation is a:

  • Voluntary or community organisation
  • Registered charity
  • Constituted group or club
  • Community interest company (CIC)
  • Town and Parish Councils
  • Has relevant permissions to use the building or is the Freeholder (owner) of the building.
  • Faith organisations

We cannot accept applications from:

  • Individuals
  • Organisations that are aimed at generating profits
  • Schools
  • Organisations who have received previous funding from the Lancashire County Council and have not returned completed progress report forms.
  • Activities taking place outside of the Lancashire County Council area
  • Organisations who do not have permission to use a building.

Applying more than once

Lead applicants can only submit one application in this funding round; however, a lead applicant can be a partner in separate applications in the same funding round.

Application process

Applicants can apply for funding of between £50-£500.

The grant scheme opened on 18 November 2022 and is an open bidding round with no initial closing date. However, we do encourage applicants to apply as soon as possible before funding is fully allocated.

Applications will be reviewed on an ongoing basis and decisions made within a 10-day period, until the funding has been fully allocated.


All awarded funds will need to be spent by the end of March 2023.

We reserve the right to change the future focus and conditions of this grant scheme based on feedback and ongoing review.

All applicants will be expected to agree to comply with, and meet the spirit of, the Lancashire Warm Spaces Charter. The charter has been developed to provide residents with an understanding of what they can expect when they enter a warm space.

Successful applicants will also be expected to register to the Lancashire warm space's online directory and meet all associated requirements.

By registering on the directory you will get a support pack to help you to provide the best possible experience for residents entering your space. It is an expectation that this pack is read in full.

What you can and cannot spend the money on

You can spend the funding on:

  • Equipment
  • Energy bills (gas and electric) or meter top ups*
  • Premises costs
  • Volunteer and organisational training
  • Volunteer expenses
  • Expenses for light refreshments can be included but please note Lancashire County Council run a separate food grant scheme if this is the focus of your warm space offer
  • Projects and activities that build resilience
  • Organisational staff costs

You cannot spent the funding on:

  • Statutory activities
  • Political or religious activities
  • One-off events
