Introduction 

The Council openly invited stakeholders to express their interest in participating in a market engagement event, which was scheduled for 7th September 2018. 

The purpose of the event was: 1. For Lancashire County Council to share its vision of a future service delivery model and to seek feedback from stakeholders; 2.  To plan towards any potential forthcoming procurement arrangements; 3.  To build on existing expertise and ensure best use of the funding resources; 4.  To work in partnership to maximise outcomes through innovative thinking.  

During the event commissioners proposed the Council's initial proposals for commissioning Supported Accommodation for Young People, and feedback was sought through questionnaires and open discussions.  

Subsequently the Council has reviewed all feedback that was received during and after the event. As a consequent of the feedback received, the Council has revised its initial proposals. 

The initial proposals (including documentation containing all information shared during the market engagement event); a summary of feedback received and discussions held with stakeholders; and the Council's revised proposals can be accessed further below on this page. 

Previous Arrangements

Previous services were commissioned through block contract arrangements and the North West Placement Dynamic Purchasing System (DPS). The block contracts expire midway through 2019; and therefore we are seeking to potentially recommission services through a Pseudo Dynamic Purchasing System (PDPS), which will be administered by the Council, to meet the needs of both homeless young people and care leavers.

Follow-Up Market Engagement Event - Supported Accommodation for Looked After Children and Care Leavers

RE: Group living/Semi-independent settings only

This market engagement/consultation event follows the previous event held on 7th Sept 2018; and is specifically relative to the 'group living/semi-independent settings' only. Therefore the event is relevant for those stakeholders who may be interested in group living/semi-independent settings within Lot 2 and Lot 6 of the Councils proposal. An agenda and proposal overview has been included with the relevant sections highlighted. Lots 1,3,4,5 are not concerned with this event.

The purpose of this event is to consult on the service specification(s) and proposed delivery model for group living accommodation. It is intended that draft specification(s) will be published on this webpage, under this section on/around 30th Jan 2019 to allow stakeholders time to consider questions in advance of the session.

Please note: the intention is to seek feedback from stakeholders, which will be considered towards designing a robust specification. Therefore the duration of this event will be dependent on the level of interaction between stakeholders and the Council.

Once you have submitted your Selection Criteria and Category Preference Form, the Authority will evaluate your submission in accordance to the schedules included within the attached tender documents. You will be invited to bid towards Mini-Competitions subsequent on condition of being successful at Selection Criteria stage.
