PAMIS - Introduction
PAMIS is an acronym for Property Asset Management Information System
Historically Property Group had numerous systems, both manual and computer-based,
for holding property-related information. The computer systems ran on diverse
platforms ranging from mainframe to individual PCs. The situation was complicated
further by the data being held in different applications, many of which
were unable to communicate with each other.
PAMIS amalgamates these diverse systems into one core
property information system. In addition PAMIS connects to other Directorate
databases containing premises information (e.g. providing a premises layer
on Corporate GIS, pulling schools email addresses and head teachers names
from Education & Cultural Services).
The benefits afforded are:
- The fragmentation described above meant that a property had to be
set up and maintained separately on the various systems with the result
that all the property registers were out of synchronisation. PAMIS
contains a single property directory, which all the modules share.
- Greatly enhanced reporting and analysis capability. Previously,
data from the various source systems, without common keys, had to
be joined-up via a variety of means. Because the data is in a single
database all the information for a premise is allocated a Unique Property
Reference Number (UPRN) which facilitates collation. PAMIS informs
initiatives such as Corporate Property Strategy and Asset Management
Planning (DfES and DETR) under the Best Value umbrella.
- Windows-based environment. PAMIS runs under the user-friendly Windows
interface.
- Comprehensive asset catalogue. The PAMIS data will be complemented
by pictures, CAD floor plans, geographic information and links to
related documentation (e.g. asbestos reports) from within a single
user interface.
- e-Government. Parts of the information will be available via Intranet
and Internet. This will allow controlled access by Directorates, individual
building users, other interested parties (e.g. Diocesan Authorities),
Central Government and the general public. This functionality will
assist the Authority in meeting the Government’s deadlines in
electronic service delivery.
- Functional Requirement Specification. Both Property and Service
Directorates have contributed to a joint document which includes enhanced
features in line with current and anticipated operating requirements.
- Technical infrastructure. PAMIS runs on the corporate Sun Solaris
E10000 server under an Oracle database. The Oracle family of products
are included on the preferred list of technologies supported by ICT.
