Finding out about our Contracts

There are a number of different ways to find out about new Lancashire County Council contracts. It will depend on the value of the contract and the particular services, works or goods being purchased.

Below EU limits

If procurement is below EU limits it is still subject to Lancashire County Council's Standing Orders.

Supply and Service Contracts between £5000 and £50,000

Lancashire County Council does not normally advertise contracts below £50,000 in total. Departments must obtain a minimum of three written competitive quotes.

Supply and Service Contracts above £50,000 but below EU limits

Any county council contract that has a total value of above £50,000 but below EU limits will be advertised for at least 10 days via the Lancashire County Council website as a minimum, and where possible in Vision, Lancashire County Council's newspaper. The advert will invite expressions of interest or tenders for the business.

Select list of contractors

Selects lists are used by a number of Directorates within Lancashire County Council to procure goods, works and services. Below EU procurement threshold values, the maximum duration for a select list is four years. Contractors requesting to be included on a select list will only be considered when the lists are advertised for renewal.

Contractors wishing to apply to be placed on a particular list should respond to the advertisement. The advertisement will ask for expressions of interest and state the requirements of contractors wishing to apply.

Above EU procurement threshold levels, advertisements will also be placed in the Official Journal of the European Union (OJEU), in accordance with the EU rules. In such circumstances, the maximum duration of the select list is four years. No additional contractors can then be added to a select list procured under the EU procurement rules.

The Directorates of Lancashire County Council retaining select lists of contractors for procurement are Adult & Community Services, Environment and Resources. The following staff should be contacted to obtain further procurement details:

Above EU limits

If the contract value is above the EU limits then a contract notice must be placed in OJEU.

The current EU procurement limits are:

  • Supply and Service contracts over £139,893
  • Works contracts over £3,497,313

There are a number of commercial organisations that, for a subscription fee, will search OJEU for you and provide regular lists of contracts in which you may be interested. Details of some of these organisations can be found in the useful links section.

In addition, tenders above the OJEU limits may also be advertised via the Lancashire County Council website.
