People are counted as qualified to level 3 or above if they have achieved either at least 2 A-levels at grades A-E, 4 A/S levels at grades A-E, or any equivalent or higher qualification in the Qualifications and Credit Framework.
People are counted as qualified to level 4 or above if they hold qualifications equivalent to NQF levels 4-8. Level 4-6 qualifications include foundation or first degreees, recognised degree-level professional qualifications, teaching or nursing qualifications, diplomas in higher education, HNC/HND or equivalent vocational qualifications. Level 7-8 qualifications include higher degrees and postgraduate level professional qualifications.
