We assess new developments for their traffic impact and general road safety using a
Transport Assessment Form.
Negotiations take place between us and the developer to achieve a design that works
with the existing road network. With new developments sometimes it is necessary to
improve the existing road network, which the developer would be expected to fund.
Thus enabling the network to cope with the increased traffic generated by their scheme.
Developers are also often asked for a contribution towards sustainable transport measures
i.e. bus and rail facilities to reduce the need to travel by car.
This is in line with the planning policy guidance.
In the case of a planning appeal, representation will normally be necessary at any
subsequent Public Inquiry or Hearing.
The Network Management group are consulted by the District Councils about developments that may affect the Highway Network. We aim to ensure that new developments fall within the LCC standards for a sustainable transport system. This incorporates Bus and Train travel as well as provisions for cyclists and pedestrians. Also the impact a development will have on the existing highway is considered and recommendations for improvements are made. All works carried out by LCC approved contractors.
