8.15 Transport Modelling
Lancashire County Council has developed transport models for a number of projects. Transport models are used to analyse and
replicate existing problems such as congestion and enables the Authority to understand the underlying causes and test potential
solutions.
A number of transport models have been used in the development of this LTP. An example of this is the use of the Lancaster
City Centre model in the development of the air quality action plan and a number of LTP package/schemes of work, as described
in the district sections. The use of models ensures that solutions are implemented which produce the best congestion reductions
and improvements to air quality, accessibility and road safety.
Wherever possible Lancashire's transport models will be used in conjunction with accessibility modelling to assess and improve
co-ordinated landuse / transport planning during the LTP2 period, both by the County and, where appropriate, by joint use
developer's consultants. Co-ordinated landuse and transport planning takes place at this level and is supported and guided
by both national, regional and local objectives and policies.
The results of transport models have been used to substantiate required network changes on Lancashire's highway network. An
example of this is the impact of the Regional Investment Site at Chorley on the local transport network. Modelling work ascertained
the level and guided the design of measures required to mitigate against its expected impact on the transport network whilst
maximising network benefits to all network users. Measures are currently being implemented (2006).
