The Road Plan for Lancashire was the outcome of a resolution passed by Lancashire County Council, Highways and Bridges Conmmittee, 1947.
The County Surveyor (James Drake) was instructed to prepare within 12 months:-
(a) a review of the existing road communications;
(b) his recommendations for improving them;
(c) the estimated cost and programme of works.
