Bid submissions were received on 28 November 2005 from the three shortlisted bidders, ACCENT, CATALYST and PARADIGM.

The bid submissions underwent an extensive evaluation process to determine which bidder would enter into a long term partnership arrangement with the Authority to deliver the Lancashire BSF Project. The evaluation process was completed by mid February 2006 and Catalyst was selected as the preferred bidder. This decision was approved by Members of the Authority on 22 February 2006.
