Wyreside electoral division
A by-election for the Wyreside electoral division was held on 27 October 2011. The result of the by-election (declared Friday 28 October 2011) is shown below:

Burnley Central East electoral division
A by-election for the Burnley Central East electoral division was held on 6 May 2010. The result of the by-election (declared Friday 7 May 2010) is shown below:

Other changes
Following the death of County Councillor Bob Mutch, Conservative (Wyreside) on 6 August 2011 the political balance of the County Council changed to: Conservative 50, Labour 17, Liberal Democrats 9, Independent 3, Green 2, British National Party 1, Idle Toad 1, Vacancy 1.
Following the death of County Councillor Bill Bennett, Liberal Democrat (Burnley Central East) on 13 March 2010 the political balance of the County Council changed to: Conservative 51, Labour 16, Liberal Democrats 9, Independents 3, Green 2, Idle Toad 1, British National Party 1, Vacancy 1.

Thornton Cleveleys Central electoral division
A by-election for the Thornton Cleveleys Central electoral division was held on 7th February 2008. The result of the by-election is shown below:

Other changes
County Councillor H Gore resigned from the Labour Group to become an Independent Member on 26th March 2007. As a result the political balance of the County Council changed to Labour 43 (down 1), Conservative 31, Liberal Democrats 6, Green 1, Idle Toad 1, Independents (no party) 2 (up 1).
Following the death of County Councillor Keith Tebbs, Conservative (Thornton Cleveleys Central) on 5th November 2007 the political balance of the County Council changed to Labour 43, Conservative 30 (down 1), Liberal Democrats 6, Green 1, Idle Toad 1, Independents (no party) 2, Vacancy 1. A By-Election to fill this vacancy was held on 7th February 2008
County Councillor Norman Abram resigned from the Liberal Democrat Group to become a Conservative Group Member on 28th September 2008. As a result the political balance of the County Council changed to Labour 43, Conservative 32 (up 1), Liberal Democrats 5 (down 1), Green 1, Idle Toad 1, Independents (no party) 2.
County Councillor Nawaz Ahmed resigned from the Liberal Democrat Group to become a Labour Group Member on 2nd October 2008. As a result the political balance of the County Council changed to Labour 44 (up 1), Conservative 32, Liberal Democrats 4 (down 1), Green 1, Idle Toad 1, Independents (no party) 2.
County Councillor Albert Thornton resigned from the Labour Group to become a Conservative Group Member on 19th January 2009. As a result the political balance of the County Council changed to Labour 43 (down 1), Conservative 33 (up 1), Liberal Democrats 4 (down 1), Green 1, Idle Toad 1, Independents (no party) 2.

South Ribble North West electoral division
The result of the election for the South Ribble North West division held on 7 June 2001 was declared void and a by-election was held on 22 November 2001. The result of the by-election is shown below:

County Councillor Tom Sharratt, Other (South Ribble East) was officially designated 'The Idle Toad' on 6th December, 2004. As a result the political balance of the County Council changed to Labour 44, Conservative 26, Liberal Democrats 6, Green 1, Other 0 (down 1), Idle Toad 1.
Following the death of County Councillor Robert Hodge, Conservative (West Lancashire North) on 16 December 2004 the political balance of the County Council changed to Labour 44, Conservative 25 (down 1), Liberal Democrats 6, Green 1, Idle Toad 1, Vacancy 1.
Following the death of County Councillor Brian Johnson, Labour (Preston Central West) on the 16 February 2005 the political balance of the County Council changed to Labour 43 (down 1), Conservative 25, Liberal Democrats 6, Green 1, Idle Toad 1, Vacancies 2.
County Councillor George Slynn moved from the Labour Group to the Liberal Democrats Group on the 17th March, 2005. As a result the political balance of the County Council changed to Labour 42 (down 1), Conservative 25, Liberal Democrats 7 (up 1), Green 1, Idle Toad 1, Vacancies 2.
County Councillor Ronald Pickup resigned from the Labour Group and became an Independent Member on 7th April, 2005. As a result the political balance of the County Council changed to Labour 41 (down 1), Conservative 25, Liberal Democrats 7, Green 1, Idle Toad 1, Independent 1, Vacancies 2.
County Councillor Stephen Wilkinson moved from the Labour Group to the Liberal Democrats Group on 9th April 2005. As a result the political balance of the County Council changed to Labour 40 (down 1), Conservative 25, Liberal Democrats 8 (up 1), Green 1, Idle Toad 1, Independent 1, Vacancies 2.
